History & Background
RIC was established on 1 January, 2001 as a statutory State Owned Corporation and given overall management responsibility for the NSW rail network.
In January 2004, as part of the reform to NSW rail, the metropolitan system responsibilities were transferred to the newly created RailCorp.
In September 2004 there were further changes to the functions of RIC when it leased the NSW Interstate and Hunter Valley Networks to ARTC for 60 years and entered into a management agreement with ATRC to operate the Country Regional Network.
Current Operations
RIC is the owner of the State’s rural network. RIC, as Lessor of the Leased Network, has a stewardship role to keep the NSW Government informed about the condition of the Leased Network. On the CRN under the alliance-based, 60 year, Country Regional Network Management Agreement (CRNMA) entered into with ARTC, RIC retains strategic ownership responsibilities and ARTC is the infrastructure manager.
For efficient management, RIC has segmented the rural network on the basis of the type of user: passenger, freight and grain. Our focus is on ensuring that needs of each user type are met, and that each user is able to carry out their core activity efficiently.
Accordingly RIC has implemented an overarching management and maintenance regime that provides consistency across those areas that RIC has responsibility for.
Strategic Transport Planning
RIC’s regional presence and significant industry knowledge is also ideally placed to provide high quality intelligence to the Ministry of Transport to assist with the development and execution of rail/road transport policy.
The primary goal is to deliver a sustainable rail network for NSW that meets or exceeds the demands of all users, and returns maximum value to its ultimate owner, the State Government.

Mr Parker has over 36 years experience in the steel industry having held senior executive positions with The Broken Hill Proprietary Company Limited including Group General Manager of Port Kembla Steel Works. He is a former Chairman of Bekaert-BHP Steel Cord Pty Ltd, and a former Director of Tubemakers of Australia Pty Ltd, Vinidex-Tubemakers Pty Ltd and Steel and Tube Holdings Pty Ltd in New Zealand.
Roger Jowett, BEC

Mr Jowett is a National Transport Policy Advisor to the Australian Tram, Rail and Bus Union and former National Secretary. He was a member of the Australian Council of Trade Union Executive and former National Secretary of the Australian Railways Union. He has represented the union on a number of union/employer consultative committees at both State and National level.
Terry Lawler, BComm, FICA, FAIM, FAICD

Mr Lawler established the Hunter based accounting firm Lawler Partners in 1977, which provides specialist skills and services to the private sector and government. He has served on National, State and local boards providing business, internal audit, operational and strategic advice. He is Chairman of Life Without Barriers Ltd and Chairman of NIB Foundation Ltd. He is a director of a number of private companies including New South Wales Native Title Services Ltd, Powerdown Australia Pty Ltd, Ampcontrol Pty Ltd and Chairman of peoplefusion Pty Ltd. He is a former Director and Chairman of internal audit of Newcastle Port Corporation, a former Director and Chairman of National Rail Corporation Ltd and former Director and Chairman of the Newcastle Knights Ltd.
